Unato Ema Seiran ist ein Natural (=natürlich geborener Mensch), der Vater von Yuna Roma Seiran und lebt auf dem Seiran-Anwesen in Onogoro, der Hauptstadt von Orb.
Als Ministerpräsident im Rat, besitzt er hohen Einfluss auf die Entscheidungen von Cagalli Yula Athha, der Führerin (Repräsentantin) von Orb.

Unato ist sehr macht liebend und als hochrangige Person und Bekannter des ehemaligen Führer von Orb, Uzumi Nara Athha, sorgte er vor Jahren dafür, dass ihre Kinder einander versprochen wurden, um sich so einen Platz in der Adelsfamilie Athha zu sichern.
