Todaka ist ein Natural (=natürlich geborener Mensch) und Kapitän der 2. Verteidigungsflotte der Vereinigten Emirate von Orb.

Als am 13.Juni C.E. 71 (Cosmic Era) die Erdallianz Orb zum Feind erklärte und Onogoro nur zwei Tage später angriff, leitete Todaka die Evakuierung der Zivilisten. Nachdem er mit ansehen musste, wie Shinn Asuka bei diesem Angriff seine ganze Familie verlor, kümmerte er sich um diesen.

Todaka war immer ein loyaler und treuer Anhänger der Ideale von Uzumi Nara Athha.
