Jouganki bekleidet einen hohen Rang bei den Third. Die Third sind eine Organisation von Mutanten, die ein drittes vertikales rotes Auge auf der Stirn haben. Dieses ermöglicht ihnen direkt auf jegliche Technik ohne verbale oder sonstige Eingaben zuzugreifen. Sie überwachen die Menschen und begrenzen ihren Fortschritt wenn nötig auch mit Gewalt, wahrscheinlich um einen weiteren fatalen Krieg zu vermeiden.

Er hat ein besonderes Interesse an Honoka, was über seine Pflichten hinaus geht und gehört der gemäßigten Fraktion im Konzil an, welche zu radikale Vorgehensweisen gegenüber den Menschen vermeiden will. Wie die anderen Third wirkt er mehr rational als emotional.
