Katsura ist ein ranghoher Militär und es liegt in seiner Verantwortung Sana Nobuto für die Regierung sicher zu stellen. Dass sich offenbar auch Phantom, unter der Führung von Drake, für das Mädchen zu interessieren scheint, ist für ihn nur ein weiterer Ansporn seinen Auftrag so schnell es geht zu beenden. Ohnehin sind ihm die Aktionen von Phantom schon lange ein Dorn im Auge und er ist stets bemüht etwas zu finden, mit dem er diese Einheit und ganz besonders dessen Anführer los werden kann, was ihm bisher aber noch nicht gelingen konnte.
