Eikichi Onizuka und er kennen sich bereits aus vergangenen Tagen, aber als gute Freunde kann man sie dennoch nicht bezeichnen. Toshiyuki ist nämlich ein Mensch, der nur an sich selber denkt, kann er aus einer Sache Profit rausschlagen, so handelt er auch gegen seine Freunde. Leichtgläubig wie Onizuka ist, glaubt er aber den Betrugsversuchen. Als Polizist hat Toshiyuki natürlich gewissen Zugang zu wertvolleren, beschlagnahmten Objekten, aber auch dabei zeigt er keine Skrupel und wenn die Ware einen hohen Wert hat, dann hat er auch keine Probleme damit, diese Ware zu stehlen.
