Der stellvertretende Gouverneur vom derzeitigen Amtsträger von Tokyo, weiß ganz genau über dessen korruptes Treiben mit zwielichtigen Gestalten Bescheid. Ihm scheint das aber nicht weiter zu stören und sieht offenbar genauso wie sein Vorgesetzter nur den persönlichen Vorteil für sich in der Zusammenarbeit mit Ekou Houshun’in, obwohl sie keinerlei Kenntnisse über seine wahre Absichten haben, ihm blind vertrauen und ihm gegenüber geradezu unterwürfig sind.
