Kokubo Sumigaoka ist Shichikas neunter Gegner im Palast des Owari Shogunats und tritt ihm mit Zanki Kiguchis Outou Nokogiri (王刀「鋸」（オウトウ・ノコギリ）, eng. Saw the King) entgegen. Kokubo ist ein Mann, der versucht Shichika davon zu überzeugen, wie sinnlos dessen Feldzug gegen das Shogunat ist. Die Eigenschaft Outou Rakudo (王刀楽土, King’s Paradise) seines Nokogiri, die die positiven Charakterzüge in einen Menschen zum Vorschein bringt, ist ihm wohlbekannt, doch sieht er sich nicht unter dem Einfluss seines Schwertes. Dem Kyotouryuu-Krieger tritt er entschlossen und zielstrebig entgegen, auch wenn seine vorherigen Mitstreiter herbe Niederlagen einstecken mussten.
