Harlan ist Prinzessin Millhiores persönlicher Cellkull, eine Art Reitvogel, der in der Welt von Flonyard (フロニャルド) als Fortbewegungsmittel dient. Neben der mit Hundeöhrchen besetzten Prinzessin ist dieser Vogel das erste ungewöhnliche Wesen, das Cinque bei seiner Ankunft in Flonyard zu Gesicht bekommt. Schon nach kurzer Zeit beginnt Harlan Cinque sehr zu mögen und geht öfter mal mit ihm gemeinsam auf Reittour durch die Wälder von Biscotti (ビスコッティ). Mittels Milhis Emblem Arts (紋章術, Monshou Jutsu), das die Flogna Power (フロニャ力 [フロニャちから]) aus der Luft sammelt, ist Harlan sogar in der Lage zu fliegen und mehrere Passagiere dabei gleichzeitig zu tragen.
