Nach der Naturkatastrophe in Japan erklärt der Präsident der Vereinigten Staaten von Amerika in einer Fernsehansprache umgehend sämtliche dort stationierten Soldaten und ihre Familien zurück in die Heimat holen zu lassen. Gleichseitig entsendet er die 7. Flotte zur Unterstützung der Japaner. Aufgrund des Erliegens der Wirtschaft ist Japan alleine nicht imstande dazu den Wiederaufbau des Landes durchzuführen, sei es von der reinen Arbeitskraft als auch aus finanziellen Aspekten. Daraufhin muss Japan unweigerlich zustimmen der USA einen Sitz im Wiederaufbau-Gremium zu übergeben, wodurch die USA nun genauso wie China über weitreichende autoritäre Macht in Japan verfügen, was letztlich dazu führt, dass das südliche Gebiet des geteilten Japans in die Kontrolle der USA übergeht, während das nördliche Gebiet sich nun unter der Kontrolle Chinas befindet.
