Unter Ginjis Führung haben sich einige Zugbelästiger regelrecht organisiert und schirmen bspw. einander ab, um bei ihren Taten ungestört vorgehen zu können. Ginji blickt auf langjährige Erfahrung in ihrem schmutzigen Gewerbe zurück, weswegen seinem geschulten Auge der junge Katsuhiko als vielversprechendes Naturtalent sofort auffällt. Er versucht ihn auf seine Seite zu ziehen, auch um der Ermittlerin Sayaka, die seine Gruppe ins Auge gefasst hat, ein Schnippchen zu schlagen, aber Katsuhiko legt zu viel Wert auf völlige Selbstbestimmung um festes Mitglied zu werden, gelegentliche Kooperation schlägt er aber nicht aus. Als alter Hase kennt Ginji sämtliche Tricks, wie man die richtigen Frauen ausfindig macht und das Entdeckungsrisiko minimiert. Er betrachtet das ganze als eine Art Sport, aber auch einen, bei dem man sich an gewisse Spielregeln zu halten hat.
