Da mittlerweile das Handeln von Mikaze Honjou und Shizuha Doi zu einem echten Problem wird, der Organisation aber weder ihr genaues Ziel noch ihr Aufenthaltsort bekannt ist, wurde kurzerhand beschlossen, die ganze Luftwaffenbasis Shimojishima unter Beaufsichtigung zu stellen und das Personal zu verhören. Dafür ist dieser Mann verantwortlich. Zwar brachte er gleich einiges bewaffnetes Personal mit, es liegt ihm jedoch fern Informationen mit Gewalt oder Drohung zu entlocken, stattdessen appelliert er an ihre Wertvorstellungen und daran, dass die ganze Menschheit in Gefahr steht, sollten sie nicht kooperieren.
