Seijuro Hiko ist der dreizehnte Meister der Hiten-Mitsurugi-Schule. Zu Beginn der Bakumatsu-Zeit tötete er die Banditen, die eine Karawane von Sklavenhändler umgebracht hatten. Den als einzigen überlebenden, Kenshin, nahm Hiko bei sich auf, zog ihn groß und unterrichtete ihn in der Hiten-Mitsurugi Schule.

Seit Kenshin ihn verlassen hat, um in Kyoto gegen das Shogunat zu kämpfen, lebt Hiko versteckt unter dem Namen »Nitsu Kakunoshin« als Töpfermeister. Er scherzt gerne und nennt sich selbst ein Genie, doch den Wahrheitsgehalt seiner Worte sollte man nicht unterschätzen. Seine Kampfstärke ist allen überlegen, sogar der von Kenshin.
