Als er Gai Tsutsugami das erste Mal traf, erkannte er sofort dessen Talent als Soldat und schloss sich seiner Organisation, den Undertakers an, mit dem Ziel, Gai eines Tages zum König zu machen. Er ist Gai gegenüber sehr loyal, obwohl dieser 10 Jahre jünger ist, was das Vertrauen veranschaulicht, das Shibungi in Gais Fähigkeiten setzt.
