Im Jahr 1905 treibt der deutsche Kaiser Wilhelm II seine heimlichen Pläne voran, in das benachbarte Apfelland einzumarschieren. Er gibt vor, das Unterfangen von Apfellands Verteidigungsminister Norbert, einen Putsch durchzuführen, zu unterstützen, will ihn aber dazu benutzen, dass Apfelland in seiner Schuld steht, indem er seinen Putsch vereitelt. Er ist ein kaltherzig kalkulierender Mann, der über das Schicksal einer Nation während des Essens entscheiden kann.
