Kommissar Tomonari war Vorgesetzter von und Mitarbeiter in der selben Abteilung wie Juuzou Megure. Er ermittelte im Fall Tamotsu Jinno zusammen mit Osamu Narasawa, Youichirou Shiba und Miwako Satou. Aufgrund der Beweise vor Ort nahm Kommissar Tomonari an, es handle sich um einen Selbstmord. Einer Zeugenaussage nach hatte der Tote am Vortag einen Streit mit einer verdächtigen Person - am Tag, als sie diesem Bericht nachgingen, war es besonders heiß und Nobukatsu Tomonari erlitt einen Herzinfarkt. Im Touto University Hospital verstarb er schließlich.
