Renji Hayasumi ist der Vizedirektor der ortsansässigen Wohlfahrt mit weitreichenden Verbindungen ins Rotlichtmilieu und zur Unterwelt. Einige Schlägertrupps stehen für ihn Gewehr bei Fuß, und mit diesen versucht er unter anderem Shizuto Kumiyama unter Druck zu setzen, der sich ihm aber nicht beugt, was Renji natürlich ein Dorn im Auge ist. Seit die Leitung des lokalen Syndikats auf Jirou Rikoto übergegangen ist, sucht er gezielt dessen Nähe, um sich ein größeres Stück vom Kuchen zu sichern. Hinsichtlich Machtversessenheit ähneln sich die Männer sehr.
