Der ehemalige Leiter der Shinra-Organisation, Rufus Shinra, ist nun ein gebrechlicher, vermummter Mann in einem Rollstuhl. Er versucht die Fehler, die seine Shinra-Organisation in der Vergangenheit gemacht hat, aber wieder gut zu machen und sammelt Informationen über die um sich greifende Krankheit Geostigma. Die vier ehemaligen Turks-Mitglieder Reno, Rude, Elena und Tseng sind ihm auch nach dem Zusammenbruch der Organisation noch treu ergeben.

Game Spoiler:

Rufus wurde in der Videospielvorlage Final Fantasy VII Chef der Shinra-Organisation nachdem sein Vater von Sephiroth getötet wurde. Die Shinra-Organisation sammelt die Lebensenergie des Planeten und nutzt sie zur Energiegewinnung, wodurch der Planet immer schwächer wird (worauf anfänglich im Film auch kurz eingegangen wird). Um die drohende Katastrophe abzuwenden stellen sich Cloud Strife, Barret Wallace und die AVALANCHE-Rebellengruppe gegen Rufus und die Shinra-Organisation. Rufus nutzte ein doppelläufiges Gewehr als Waffe und wurde die meiste Zeit von einem Dark Nation, einer Art Dämonenhund, beschützt.

Rufus ist in einigen Final Fantasy Videospielen wie Final Fantasy Dirge of Cerberus oder Before Crisis -Final Fantasy VII- zu sehen.
