Iburi ist die Kommandantin des N.I.D.F, die als junges Mädchen die einzige Überlebende eines Schiffunglücks war. Dabei wurde sie Zeuge von den ersten Angriffen der Hardian und war unmittelbar beim Erwachen des „Book of the Dead“ dabei.
Iburi ist ziemlich gefühlskalt und geht über Leichen. Auch ihr Verhältnis zu ihrer Tochter Rei ist mehr als kühl, nur ihrem Berater Masaki vertraut sie sich etwas an.
