Kokoro ist die Bahnhofsvorsteherin von dem Bahnhof Shift, dieser liegt auf einer kleinen Insel außerhalb von Water 7. Zudem ist sie in der Lage auch selber die Meereszüge zu steuern, falls notwendig. Sie hängt ziemlich an der Flasche und man sieht sie ständig nur trinken, trotzdem ist sie eine wahre Frohnatur, die nichts aus der Ruhe bringt. Außerdem verfügt sie über einen einzigartigen Optimismus. Ihre Enkelin ist Chimney, die mit ihrem Haustier Gonbe bei ihr wohnt.

Früher war sie Mitarbeiterin bei Toms Workers und war sehr gut mit Tom befreundet; für seine beiden Zimmermannsschüler Icebarg und Franky war sie eine Art Matronin. Nach der Verhaftung von Tom fing sie an zur Flasche zu greifen.
Des Weiteren ist sie in Wirklichkeit eine Meerjungfrau, allerdings verwandelt sie sich nicht in eine Schönheit, ihr korpulenter Körper und das sehr breite Grinsen bleiben bestehen.
