Kubota ist Mitglied der JGSDF, der Japan Ground Self-Defense Force (陸上自衛隊; Rikujou Jieitai). Er fungiert dort als Nachrichtenoffizier und befasst sich meist mit Fällen von Informationsdiebstahl, Landesverrat und Korruption. Dieses Aufgabenfeld findet immer wieder Überschneidungen mit Fällen, die auch Sektion 9 betreffen. Kubotas weitreichendes Informationsnetz und seine geheimen Quellen bescheren ihm und Daisuke Aramaki des öfteren informelle Treffen, bei denen Informationen ausgetauscht werden.
Es scheint, dass Aramaki und Kubota alte Freunde sind, wahrscheinlich noch aus den Dienstjahren Aramakis bei der JGSDF.
