Während die Insektenplage vor knapp einhundert Jahren begann, gab es das Mushibugyou in Edo bei weitem noch nicht so lange, weshalb die Bürger Edos stets in Furcht lebten; es war schon fast Alltag, dass jemand von diesen Wesen aufgefressen wurde, aber durch die Briefkästen des Shoguns, die die Bitten seiner Bürger direkt an ihn weiterleiten sollten, ereilten diesen unzählige Bitten der Gründung eines Mushibugyou, die sich um die Insekten kümmern sollten. Auch Oharus Vater schrieb beinahe täglich an den Shogun, da er sich nichts sehnlichster wünschte als den Schutz der Bürger Edos und insbesondere seiner Tochter. Allerdings verstarben er und seine Frau noch vor der Gründung des gewünschten Mushibugyous.
