Er ist Abteilungsleiter im Fall »Katzenauge« und gleichzeitig Toshis und Mitsukos Vorgesetzter. Auf Toshi hält er keine großen Stücke, jedoch mit Mitsuko schöpft er Hoffnung »Katzenauge« doch noch Handschellen anzulegen. Durch die ständigen Misserfolge seiner Abteilung, machen sich schon viele lustig darüber z.B. die Presse. Der Chief lässt dann gerne seine miese Laune an seinen beiden Schützlingen Toshi und Mitsuko aus.
