Tomomi Masaoka ist Enforcer in der Unit 1 des MWPSB. Im Außeneinsatz trägt Tomomi stets (anders als seine Teamkollegen) einen braunen Mantel über der Uniform. Sein linker Arm fehlt, stattdessen trägt er eine Prothese. Seine grundsätzliche Einstellung ist, die Dinge zu akzeptieren, wie sie sind. Im Einsatz versucht er stets mit Logik statt mit Waffen zu arbeiten. Er würde sich selber nicht als weise bezeichnen, lässt es sich jedoch nicht nehmen, Shinya Kougami, Akane Tsunemori und seinem Sohn Nobuchika Ginoza eine Reihe von Ratschlägen zu geben.

Im Kampf mit Shougo Makishima stirbt Tomomi, um Nobuchika zu beschützen.
