Shibata ist der Manager (Leiter) der Tokyo Private Police, eine Organisation, die die überforderte Tokyoter Polizei unterstützt. Er ist stets adrett im Anzug gekleidet, höflich und freundlich gegenüber seinen Mitarbeitern. Sein Team besteht aus vier Leuten und wird von Keiko und ihm zusammen geleitet. Allen des Teams ist bekannt, dass er mit Keiko eine sexuelle Beziehung hat bzw. sie seine Freundin ist. Wann immer sich die Gelegenheit bietet, hat er mit Keiko ein kleines Schäferstünden in seinem Büro.

Durch ihn kommt Noriko zu der Einheit: er hilft ihr bei einer brenzligen Situation aus, erkennt ihr Talent und wirbt sie als Mitlied der T.T.P. an. Wenn das Team der T.T.P zum Einsatz kommt, koordiniert er die Einsätze und zwischendurch repariert er die Einsatzmaschine, weil er davon auch technisches Hintergrundwissen besitzt.

Er bekommt die Gelegenheit Noriko nackt zu sehen, was beiden sehr peinlich ist. Auch wenn Shibata an Keiko vergeben ist, scheint er doch ein Minimum-Interesse an Noriko zu haben und startet kleine Flirtversuche. Doch sein Herz gehört allein Keiko, was er ihr auch bestätigt, dass sie die einzige wahre Frau für ihn ist.
