Nagatomi Rikiei ist, wie schon der Name sagt, Boss der Nagatomi-Yakuzas. Im Gegensatz zu Heitarou ist er jedoch ein sehr skrupelloser und geldgieriger Mensch. Er führt einige Spielhallen, in denen er regelmäßig Spiele türkt.

Das Dorf, in dem Heitarou haust, welcher sehr friedlich eingestellt ist und Konfrontationen vermeidet, kommt dem machtgierigen Nagatomi da genau richtig und so ist es ein Leichtes für ihn die Kontrolle über das Dorf zu gewinnen. Als er Mugen an einem der Tische von seinen Männern sieht und wie dieser spielend mit diesen fertig wird, wird sein Interesse an Mugen geweckt und er versucht ihn als seinen Partner zu gewinnen.
