Yoshitoki ist das organisatorische Aushängeschild des CCG und ein sehr erfahrener Ermittler. Er und sein alter Freund Itsuki Marude planen zusammen alle großen Operationen gegen die Ghule. Er gilt als gerecht und ernst, jedoch auch als sehr sozialverträglich. Dies unterscheidet ihn auch vom Rest seiner Familie. Besonders gut versteht er sich neben Marude auch mit Kisho Arima, welchen er bereits sehr lange zu kennen scheinen.

Als Hideyoshi Nagachika die Wahrheit über die Familie Washuu enthüllt, zeigt sich auch Yoshitoki im Gespräch mit dem ihn anklagenden Itsuki Marude in seiner erbarmungslosen Ghulgestalt. Er und seine Familie hatten mit dem CCG einzig und allein den Plan, andere Ghule zu beherrschen und sich selbst ein unendliches Nahrungsreservoir zu kreieren.
