Kouzou Fuyutsuki ist der stellvertretende Kommandant von NERV und übernimmt somit auch in Zeiten von Gendo Ikaris Abwesenheit dessen Position als oberster Befehlshaber. Kouzou ist ein eher ruhiger und rationaler Mann, der fest seinen Prinzipien folgt. Vor Beginn der Serie war er Professor an der Universität Kyoto, später entschloss er sich, NERV beizutreten und somit Gendo Ikaris Pläne zu unterstützen. Er ist somit seine rechte Hand und eine der wenigen Menschen, die in die wahren Hintergründe des Second Impact und der Organisation NERV eingeweiht sind.
