Jeder in Harbor Paradise City weiß, wer in dieser Stadt das Sagen hat: Tony Montana, Oberhaupt der hiesigen Mafia und daneben noch als Armor-Händler weit und breit bekannt. Neben seiner stereotypischen Gangsterboss-Attitüde duldet er überhaupt keinen Widerspruch, wenn es darum geht, wie eine vernünftige Armor zu modifizieren ist. Darin hält er sich für den Größten, auch wenn seine Erzeugnisse allesamt wie extrem aufgemotzte Limousinen amerikanischer Prägung aussehen und nichts mit den Kampfmechas von Van oder Ray gemeinsam haben - für ihn kommt es nur auf Hubraum, Pferdestärken und eine prunkvolle Ausstattung an. Als er bemerkt, dass seine Tochter Bunny mit einem seiner Schätze durchgebrannt ist und diesen von ihrem Freund Klatt nach ihren Vorstellungen umbauen ließ, ist er außer sich vor Wut.
