Der Anführer einer Splittergruppe der Republics Faction hält zusammen mit seinen Leuten den Zeugen Mr. Scallo der Costelo Company versteckt, der für die Social Welfare Agency von immenser Wichtigkeit ist. Als er keine Verbindung zu dem im Süden liegenden Unterschlupf bekommt, schwant ihm schon Böses und bereitet seine Leute schon mal darauf vor, dass sie wohl gleich selber Besuch bekommen werden. Dabei hat er gerüchtweise gehört, dass momentan eine unbekannte Organisation aktiv ist, die angeblich kleine Mädchen als Auftragskiller verwendet.
