Clotho Buer ist einer der drei „biological CPUs“, spezielle Kämpfer der Erdallianz, die mithilfe der leistungssteigernden Droge, „Gamma Glipheptin“ die neuen Mobile Suits steuern.

Neben seinen Kollegen Shani Andras und Orga Sabnak, ist Clotho der gesprächigste und streitsüchtigste, der häufig versucht seine Kollegen zu reizen.
Zwischen den Kämpfen beschäftigt er sich vorwiegend mit dem Portable-Game-System „Great Wonder Swan“.
