Der korrupte Polizist Akai macht seine eigenen Gesetze, indem er ein Killerkommando unterhält, das er auf jeden ansetzt, der ihm im Wege ist oder von dem er meint, dass er es verdient hätte zu sterben. Dazu nutzt er die beiden Waisen Oburi und Sawa aus, die er unter seine Fittiche genommen und zu Assassinen ausgebildet hat. Zu Sawa hat er eine besondere Verbindung: er gibt vor, für sie nach den Mördern ihrer Eltern zu suchen, dabei ist er selbst der wahre Täter.

Während er in seinem Polizeiberuf dafür Sorge trägt, dass Spuren auf den Tatorten, die seine beiden Auftragsmörder eventuell hinterlassen haben, nicht ans Licht kommen, betreibt er aus einem Hinterhof-Versteck heraus zusammen mit seinem Komplizen Kanie sein blutiges Geschäft. Die Macht über Leben und Tod zu haben, gibt ihm ein berauschendes Gefühl, überhaupt ist er von Macht und Dominanz fasziniert und verhält sich zu Sawa wie ein schmieriger Zuhälter, indem er sie regelmäßig missbraucht. Solange er sie und die Gesamtsituation völlig unter seiner Kontrolle hat, wähnt er sich unangreifbar und geht seinen sadistischen Neigungen nach, denn das Leiden anderer Menschen bereitet ihm größtes Vergnügen.
