Shangri-La ist angesiedelt in der Mitte des 21. Jahrhunderts, als die globale Erwärmung Tokyo in eine tropische Stadt verwandelt hat. Um die Temperatur im Herzen der Stadt um 5°C zu senken, wird die Stadt zu größeren Teilen bewaldet. Das führt zu einem Zustrom von Klimaflüchtlingen, trotz des begrenzten Platzangebotes und ruft gleichzeitig Anti-Regierungs-Guerillas auf den Plan, die die Aufforstung verhindern wollen.

A causa dell’effetto serra e di un aggressivo progetto di forestazione, Tokyo si trasforma in una giungla. I ricchi si trasferiscono su Atlas, una zona artificiale costruita ad altissima quota, mentre la popolazione rimasta sulla superficie terrestre continua a resistere all’invasione della natura e alla durezza del governo. Kuniko Hojo, diciotto anni, dotata di una forza sovrumana e armata di un enorme boomerang, guida un’organizzazione antigovernativa in lotta contro la forestazione.
