Ursprünglich als Prototyp für einen Kampfoboter unter dem Namen MX-A1 entwickelt, versagte Janperson (ジャンパーソン) beim ersten Testlauf so katastrophal, dass er deaktiviert werden musste. Kaoru Saegusa (三枝かおる), eine junge Wissenschaftlerin, die an seiner Konstruktion beteiligt war, programmierte ihn mit menschlichen Gefühlen und reaktivierte ihn als Ein-Mann-Sonderkommando der Polizei.
Die Stadt und deren Bewohner haben den Schutz des mechanischen Gesetzteshüters auch bitter nötig, denn die kriminelle Cyborg-Organisation Guild (ギルド) plant, alle Menschen durch Roboter zu ersetzen. Und wenn es nach der Untergrund-Organisation Super Science Network (SS-N (スーパーサイエンスネットワーク) ginge, sollte die Menschheit vollständig ausgelöscht und somit die Erde in ihren ursprünglichen Zustand zurück versetzt werden.
Ein weitere Bedrohung stellt der Konzernchef Ryuzaburo Tatewaki (帯刀龍三郎) dar.
