Description
1: “Guilt and Atonement”
Six months after the events of “Psycho-Pass: The Movie”, a woman named Izumi Yasaka drives her car into the Public Security Bureau building. Nobuchika Ginoza and Mika Shimotsuki arrive at the scene and find that the woman’s mental state appears to have been altered by drugs. However, a proper interrogation does not take place because Akane Tsunemori’s team is ordered to immediately return the woman to the isolation facility “Sanctuary”, from which she escaped.
Said facility uses a mixture of medication and therapies to keep the prisoners’ crime coefficient below 90 as much as possible, but Akane doubts that everything is really running cleanly there and therefore sends Mika, Nobuchika and also Yayoi Kunizuka as escorts. There they notice two things: on the one hand, Izumi did not simply escape but wanted to protect someone, and on the other hand, this institution is by no means as holy as its name promises.
2: “First Guardian”
In this story, Teppei Sugou remembers his time before working as an enforcer for the Public Security Bureau: a few months before the events of the first season, he was a drone pilot in the military, providing air support for ground troops with his comrade Itsuki Ootomo. When a mission outside Japan goes thoroughly wrong, Teppei is ordered to drop emergency supplies by drone and then retreat. He reluctantly complies and has been devastated ever since while his comrades are declared missing.
One day, an attack is made on the Ministry of Defence – by a drone. In the general’s office, Teppei meets Risa Aoyanagi and Tomomi Masaoka, who tell him that he is also a suspect in the matter. Most importantly, he learns that the mastermind is his long-lost comrade Itsuki. Teppei agrees to investigate with the two to find out why Itsuki acted the way he did and what really happened during the failed military operation back then.
3: “Beyond Love and Hate”
After the end of his enforcer career, Shin’ya Kougami went into hiding. The third part tells of an experience during his travels as a mercenary through the Tibet-Himalayan region, which is ravaged by territorial disputes. While rescuing several refugees from guerrilla fighters, he meets the young Tenzing Wangchuk, who begs Shin’ya to teach her how to fight so that she can take revenge on her parents’ murderers. Shin’ya is not at all taken with it at first but also knows what it is like to feel a desire for revenge. And because he recognises a part of himself in Tenzing, he finally agrees.
The two meet Frederica Hanashiro, who wants to bring Shin’ya back to Japan because he is still considered suitable. When refugees come under fire, he and Frederica intervene. In the process, Shin’ya meets a mercenary group and their leader, Guillermo Garcia, who has made it his mission to bring peace back to the region.

1: »Schuld und Sühne«
Ein halbes Jahr nach den Ereignissen von »Psycho-Pass: The Movie« fährt eine Frau namens Izumi Yasaka mit ihrem Auto ins Gebäude des Amtes für öffentliche Sicherheit. Nobuchika Ginoza und Mika Shimotsuki erscheinen am Tatort und stellen fest, dass der mentale Zustand der Frau offenbar durch Drogen verändert wurde. Zu einer richtigen Vernehmung kommt es aber nicht, weil dem Team von Akane Tsunemori der Befehl erteilt wird, die Frau sofort in die Isolationseinrichtung »Sanctuary«, aus der sie geflohen ist, zurückzubringen.
Besagte Einrichtung nutzt eine Mischung aus Medikamenten und Therapien, um den Kriminal-Koeffizienten der Gefangenen möglichst unter 90 zu halten, doch Akane bezweifelt, dass dort alles wirklich sauber läuft, und schickt daher Mika, Nobuchika und auch Yayoi Kunizuka als Eskorte. Dort fallen ihnen zwei Dinge auf: Einerseits ist Izumi nicht einfach geflohen, sondern hat jemanden beschützen wollen, und andererseits, dass diese Einrichtung längst nicht so heilig ist, wie ihr Name verspricht.
2: »First Guardian«
In diesem Film erinnert sich Teppei Sugou an seine Zeit vor seiner Arbeit als Enforcer beim Amt für öffentliche Sicherheit: Einige Monate vor den Ereignissen der ersten Staffel war er Dronenpilot beim Militär und gab mit seinem Kameraden Itsuki Ootomo Luftunterstützung für die Bodentruppen. Als ein Einsatz außerhalb von Japan gründlich schiefgeht, erhält Teppei den Befehl, mittels Drone Notfallvorräte abzuwerfen und anschließend den Rückzug anzutreten. Er leistet widerwillig Folge und ist seitdem am Boden zerstört, während seine Kameraden als vermisst erklärt werden.
Eines Tages wird ein Anschlag auf das Verteidigungsministerium verübt – durch eine Drone. Im Büro des Generals trifft Teppei auf Risa Aoyanagi and Tomomi Masaoka, die ihm mitteilen, auch er sei in der Angelegenheit ein Verdächtiger. Vor allem erfährt er jedoch, dass der Drahtzieher sein verloren geglaubter Kamerad Itsuki ist. Teppei willigt ein, mit den beiden zu ermitteln, um herauszufinden, warum Itsuki so gehandelt hat und was bei dem misslungenen Militäreinsatz damals wirklich passiert ist.
3: »Jenseits von Liebe und Hass«
Nach dem Ende seiner Enforcer-Karriere ist Shin’ya Kougami abgetaucht. Der dritte Teil erzählt von einem Erlebnis bei seinen Reisen als Söldner durch die Tibet-Himalaya-Region, die von Gebietskämpfen gebeutelt ist. Als er etliche Flüchtlinge vor Guerillakämpfern rettet, trifft er auf die junge Tenzing Wangchuk, die Shin’ya anfleht, ihr das Kämpfen beizubringen, damit sie Rache an den Mördern ihrer Eltern nehmen kann. Shin’ya ist zu Beginn gar nicht angetan, aber weiß auch, wie es ist, Rachegelüste zu verspüren. Und weil er in Tenzing einen Teil von sich erkennt, willigt er letztendlich ein.
Die beiden treffen auf Frederica Hanashiro, die Shin’ya zurück nach Japan holen möchte, weil er immer noch als geeignet gilt. Als Flüchtlinge unter Beschuss geraten, greifen er und Frederica ein. Dabei trifft Shin’ya auf eine Söldnergruppe und deren Anführer Guillermo Garcia, der es sich zur Aufgabe gemacht hat, der Region wieder Frieden zu bringen.
