Hajime, Miyuki und Fumi werden von Miyukis Freundin Akane, der Tochter des Präsidenten des Aizawa-Konzerns, auf die Insel Deep Blue eingeladen. Dort hat der Aizawa-Konzern auf Geheiß des Präsidenten ein luxuriöses Freizeitresort errichtet. Eine besondere Attraktion der Insel sind Unterwasserruinen unweit des Resorts.

Was zunächst nach einem Traumurlaub für Kindaichi und Co. ausschaut, entwickelt sich jedoch jäh zu einem wahren Alptraum. Nach mehreren Anschlägen auf Firmensitze des Konzerns wird auch das Resort von einer Gruppe bewaffneter Terroristen überfallen und unter deren Kontrolle gebracht. Dem Willen ihres mysteriösen Anführers King Caesar folgend, planen die Terroristen, den Präsidenten für die Schändung der Ruinen zu bestrafen und das Resort zu zerstören …

Anmerkung:
Dieselbe Vorlage, welche den Stoff für diesen Film lieferte, wurde abermals kurze Zeit nach Veröffentlichung des Films in den Folgen 126 bis 130 des parallel laufenden TV-Animes adaptiert. Anders als dort weicht die Filmadaption jedoch ‒ Charaktere, Handlungsverlauf und Auflösung des Falls betreffend ‒ stärker von der Vorlage ab.
