Uruyu Tomoe ist ein frisch gebackener Detektiv der Polizei von Tokio. Er wird in einen gefährlichen Zwischenfall verwickelt und dabei schwer verletzt. Ein Mädchen namens Velvet rettet ihn – und kann ihm auf wundersame Weise das Leben retten. Er erholt sich vollständig, bis auf seine linke Hand, die ihm durch eine Prothese ersetzt wird.

Tomoes Vergangenheit ist sehr finster. Er wurde von 13 berüchtigten Mördern überfallen, die ihm anschließend ihre Namen in seine Haut einritzten. Das weckt das Interesse von Velvet. Sie heuert ihn als Untergrund-Assassinen an, und verspricht ihm, dass er sich so an den 13 Mördern rächen könne. Er willigt ein, und ab diesem Zeitpunkt wird er nur noch Aya genannt. Doch Velvet ist nicht nur an Aya interessiert …
