Der Gründer des Wanted Clubs, welcher dort ein Stammkunde ist. An diesem Ort werden Verbrecher an Menschen verkauft, die diese nach eigenem Belieben benutzen dürfen. Dr. Mad macht aus ihnen Cyborgs, denn er verfolgt das Ziel, den perfekten Cyborg zu kreieren, doch bisher konnte keines seiner Werke seine Anforderungen erfüllen, weswegen er noch immer auf der Suche nach dem idealen Menschen ist, den er für seine Experimente nutzen kann. Dass er bisher nicht das erwünschte Ziel erreichen konnte, liegt nämlich am Material, das bisher nicht gut genug war. Er investiert immer sehr viel Geld in dieses Ziel, berücksichtigt dabei aber natürlich nicht die Gefühle der Menschen, die er ohne das Einverständnis zu Cyborg macht.
