Der deutsche Abgesandte sucht die Königin Apfellands mit der Nachricht auf, dass der Putsch ihres Verteidigungsministers durch deutsche Truppen abgewandt wurde. Gleichzeitig unterbreitet er ihr den Vorschlag, ihr Land in das Deutsche Reich einzugliedern.
