Zuerst glauben die Kamihama Kimurin, dass es sich bei ihm um die im Rathaus gesuchte schwarze bzw. weiße Ziege handeln würde, hinter der sie einen Animalian vermuten. Als sie dann noch hören, dass er von den anderen mit Ziege angesprochen wird und obendrein scheinbar Papier frisst, sehen sie sich in ihrer Annahme bestätigt und setzen alles daran ihn dingfest zu machen. Tatsächlich ist er aber ein alter Mitarbeiter, der seit mittlerweile zehn Jahren nichts mehr zu tun hat, aber trotzdem noch jeden Tag im Rathaus sich herumtreibt. Beim angeblichen Papier handelt es sich auch nur um einen dünn geschnittenen Snack bestehend aus Oktopus.
