Ruu Soon ist ein Mitglied der Fraternity (»Bruderschaft«), welche sich aus Piloten mit einzigartigen psychischen Fähigkeiten (genannt »Topless«) zusammensetzt, die als einzige in der Lage sind, die Buster Machines zu steuern, weltraumtaugliche Kampfmechas, die über Spezialattacken verfügen, welche die Topless über ihre Kräfte aktivieren (sogenannte »Exotic Maneuvers«).

Die meist etwas mürrisch und verschlossen wirkende Chinesin steuert die Buster Machine No. 89 und damit das aktuell zweitneueste Modell (allerdings ist auch dieses bereits über ein Jahrzehnt alt).
