Der Drogenboss des North Cartel gehört zu den meistgesuchten Verbrechern Japans: Nachdem er aus seiner südamerikanischen Heimat übergesiedelt war, hatte er sich binnen eines Jahres an die Spitze sämtlicher Drogenhändler in der Kanto-Region gestellt. Wegen seines militärischen Hintergrunds ist er auch unter dem Namen „Red General“ bekannt. Nach außen präsentiert er das Bild des sauberen Geschäftsmanns als Besitzer einer Hotelkette. Weil er den Markt mit einer neuartigen Droge zu überschwemmen beginnt, sieht sich die Siebte Division der Tokyoter Polizei zum Handeln genötigt, doch Joaquin lässt sich durch seine Festnahme nicht aus der Ruhe bringen, sondern prahlt noch damit, dass Maßnahmen zu seiner Befreiung bereits in die Wege geleitet wurden. Er merkt sich ganz genau wie oft Reiihm beim Verhör und davor geschlagen hat, um sie später in einem sadistischen Spiel mit dieser Nummer zu konfrontieren.
