Okuto Kotsubo ist der Sportlehrer an der Youkai-Oberschule. Auf den ersten Blick wirkt er wie ein professioneller Lehrer, der sich um seine Schüler sorgt, und so wird ihm sofort geglaubt, als er behauptet von Mizore angegriffen worden zu sein. In Wirklichkeit hat er aber versucht sich an ihr zu vergehen und wurde daraufhin von ihr eingefroren. Als er ein weiteres Mal versucht Mizore anzugreifen wird er von Moka aufgehalten.

Seine wahre Gestalt ist die eines Kraken. Wenn er sich verwandelt bekommt er acht Fangarme, mit denen er seine Beute greifen und festhalten kann.
