Als die Bedrohung durch den »Miami City Bomber« bekannt wird, ruft Chief Amano den Sprengstoffexperten Bruce Tsuji zu Hilfe, um die Krise zu bewältigen. Dieser ist dafür bekannt, jede Bombe entschärfen zu können, und behauptet von sich durch keine Explosion verletzbar zu sein. Letztere Fähigkeit benutzt er dafür, Bomben in seiner Hand explodieren zu lassen, um sie besonders schnell unschädlich zu machen. Auch wenn er damit hauptsächlich entsetzte Blicke der Polizisten erntet, ist er doch von seiner Methode überzeugt, scheint aber nicht ganz zu begreifen, dass nicht jeder so robust ist wie er.
