Auf der Weltraumkolonie Solon City werden im Geheimen Mobile Suits für die Vagan angefertigt. Dieser Vagan überwacht dabei den Vorgang und steht in direkter Verbindung mit dem Geschäftsführer der Firma Techno Solon, der sie unterstützt, obwohl er und seine Angestellten Menschen sind. Als Flit Asuno dahinterkommt und Woolf Enneacle sowie Millais Alloy damit beauftragt Beweise für den Verrat zu sammeln, will der Vagan sich ihrer entledigen, um sie so zum Schweigen zu bringen.
