Rui Ninomiya ist ein junger Mann, der alleine in einem edlen Apartment im Glorious Tower Toyosu lebt. Er ist überaus intelligent, spricht mehrere Sprachen und entwickelte den Social Network Service »GALAX«, nachdem er sich selbst Kenntnisse über Webseiten und Programmierung beibrachte. Sein Ziel ist es, die Welt, die er für zu eintönig und grau hält, mittels seiner Technik zu updaten. Dabei betritt er die Straße meist in Verkleidung eines jungen Mädchens und gibt sich nach außen hin als »President X« aus. In seinen Plan involviert scheint auch der mysteriöse Charakter Berg Katze, dessen Beziehung zu Rui unklar ist.
