Meistens ist Shirou Watari, der Direktor von TERRA, nicht anwesend, sondern betreibt stattdessen Öffentlichkeitsarbeit, um so eine bessere Lobby innerhalb der Bevölkerung und der Earth Federation zu bekommen. Gleichzeitig hält er Rücksprache mit Ernst von Bähbem über das weitere Vorgehen und neue Mittel. Obwohl Shirou häufig etwas ernst wirkt, ist er eine recht zuvorkommende, teilnahmsvolle Person. Daher bringt er jedesmal kleine Präsente für die Belegschaft mit, sobald er von einer seiner Reisen zurückkehrt und sich mal wieder in der Kommandozentrale befindet. Mit Jun Kunugi versteht er sich aber besonders gut, die schon so etwas wie Freunde sind.
