Tooru Kitsutaka ist eine Mitschülerin von Tomoharu Natsume und Kanade Takatsuki und ist die Leiterin des dritten Schülerrates. Sie ist ein recht hübsches, entspanntes und aufgewecktes Mädchen, das ihre Pflichten im Schülerrat sehr ernst nimmt und auch ausgesprochen geschickt im Umgang mit ihren überlangen Katana ist.
Des Weiteren war Tooru die ehemalige Vertragspartnerin (Handler) von Tomoharus Asura Machina Kurogane.
