Kakugo ist ein Bürger der Stadt Shisui, in der Provinz Wa, Königreich Kei, welche unter der Führung von Shoko steht. Ihm ist der Stadtführer mehr als verhasst, doch aus Angst vor den Soldaten und davor, von Shoko kaltblütig ermordet zu werden, stellt sich Kakugo, ebenso wie alle anderen Bürger im Dorf, vor den Untaten des Stadtführers blind und stumm.
