Shuusei ist der »Kasper« in der Unit 1 des Amts für Öffentliche Sicherheit, der sich regelmäßig über seine Mitmenschen lustig macht. Obgleich er erwachsen ist, spielt er sehr gerne Videospiele und mit Spielzeugen.
Er nimmt seinen Job allerdings sehr ernst und zögert keine Sekunde, sich dafür in eine Gefahr zu stürzen. Mit 5 Jahren wurde er vom SIBYL-System als kriminell eingestuft und hatte darum bereits als Kind keine Zukunftsperspektive außer einem Job als Vollstrecker. Daher hasst er das System.

Als Shuusei das Geheimnis des SIBYL-System herausfindet, wird er ohne Vorwarnung exekutiert. Im offiziellen Bericht wird sein Verschwinden als erfolgreiche Flucht vertuscht.
