Koutarou Amon ist ein zweitrangiger Ghul-Ermittler der CCG (=> Kommission gegen Ghule)

Im Herzen ist er ein liebenswerter und sympathischer junger Mann mit einem großen Sinn für Gerechtigkeit. Außen hingegen ist ihm, wie allen anderen Ghul-Ermittlern, jedes Mittel recht, solange er Ghule von dieser Welt schaffen kann. Aufgrund seiner eigenen Erfahrung als Waise möchte er dadurch die Welt, die nach ihm »falsch« ist, ändern. Ob das nun gerecht ist oder nicht, ist ihm völlig egal.

Zumindest ist es das, bis zu seiner Begegnung mit Ken Kaneki, denn mit ihr fängt er an die Richtigkeit seines Handelns in Frage zu stellen.
